In the laboratory of Beijing Bit Flying Technology Co., Ltd., one inspection machine dog after another is undergoing scene based debugging. With the ability of multi-sensor fusion perception, it can independently complete inspection, equipment recognition, and abnormal alarm operations in complex environments such as industrial parks and underground pipe galleries.
As an artificial intelligence technology innovation enterprise, Bitfly faces challenges in accurately grasping customs supervision policies, optimizing customs clearance processes, and improving compliance management systems in the early stages of expanding into international markets. In response to the actual development of enterprises, Zhongguancun Customs, a subsidiary of Beijing Customs, has deeply promoted the "policy door-to-door delivery by the customs chief" and established a "point-to-point" paired contact service model with enterprises. On the one hand, it accurately pushes customs policies and regulatory requirements, improves the directness and adaptability of policy promotion, and on the other hand, comprehensively collects the actual difficulties and needs of enterprises in production and operation, customs clearance convenience, compliance development, etc., and sends dedicated personnel to follow up, so that enterprises have more confidence in the international market.
Tax policy is one of the common concerns for many robot development companies. In order to accurately deliver the dividends of tax reduction and exemption policies to enterprises, Beijing Customs has established a "fast track review channel for tax reduction and exemption", which enables "same day application and same day completion" of tax reduction and exemption review for robot core technology research and development projects that meet the national encouragement for development. According to statistics, in the first half of this year, Beijing Customs alone processed over 200 tax reduction and exemption procedures for robot companies within its jurisdiction, saving the companies more than 120 million yuan in research and development funds.
The iteration speed of robot products is fast, and the window period for many new products to go from the laboratory to the overseas market is only a few months. If we wait until the product development is completed before understanding the customs regulatory requirements, we may miss the best time for market launch.
In Shenzhen, the customs has set up a policy service station at the core of the robot industry park, allowing enterprises to handle all customs related business without leaving the park. At the same time, customs policy specialists intervene early in the product development stage, interpreting the latest export classification rules, origin policies, and overseas market access requirements for enterprises, ensuring that products meet global market regulatory standards from the design stage.
In response to the characteristics of the robotics industry, the national customs have established a precise service system of "one enterprise, one policy", actively connecting with enterprises to carry out pre classification services, establishing a "robot product classification database", and publicizing the classification standards and declaration specifications of more than 300 different types of robot products to enterprises in advance to avoid the impact of uncertain classification on customs clearance efficiency.
With the increasing variety of domestic robot export categories, the characteristics of different products have put forward completely different requirements for customs clearance logistics. Through process innovation and regulatory mode reform, customs in various regions have effectively cleared various bottlenecks for robots going abroad.
Unlike traditional cleaning robots that are small in size, low in value, and suitable for fast delivery through cross-border e-commerce channels, humanoid robots contain a large number of precision sensors and lithium batteries. According to international transportation regulations, the lithium battery used in conjunction with intelligent bionic robots belongs to Class 9 dangerous goods and has strict requirements for transportation, packaging, and identification compliance.
To this end, Hangzhou Customs has taken the lead in introducing the "batch inspection" mode in lithium battery exports: for lithium batteries produced by the same manufacturer, with the same specifications and markings, after one on-site use identification, they can be exported in batches within the validity period without the need for repeated testing for each batch, significantly simplifying procedures and reducing costs. Thanks to the innovation of customs clearance mode, the export volume of intelligent bionic robots in China exceeded 8000 units in the first half of this year.
As the "big block" in robots, industrial robots usually have a large overall weight and high precision, belonging to oversized and overweight parts, and have strict requirements for transportation and loading and unloading. In the production workshop of Tianjin Langyu Robot Co., Ltd., one unmanned heavy-duty transport vehicle after another is ready for overseas markets. The local customs have innovatively launched the "early inspection, on-site inspection and release" service, which involves inspecting equipment in the production workshop in advance, completing debugging, and directly transporting it from the factory to the port. This not only saves large lifting and storage costs, but also avoids the accuracy impact that long-distance transportation may have on precision robot equipment.
Han Bo, Deputy Director of Tanggu Customs under Tianjin Customs, said that the customs accurately match industrial demand, guide enterprises to make good use of various preferential policies such as free trade agreements on origin, open up a green channel for high-end intelligent manufacturing exports, shorten the port detention time of goods through differentiated inspections, continuously reduce the comprehensive export cost of enterprises, and help domestic goods in segmented tracks seize the global market.
To help enterprises cope with overseas technical trade barriers, key ports across the country have also established a robot export risk monitoring mechanism, which tracks in real time the technical standards, certification requirements, and regulatory policy changes of robot products in relevant countries and regions, and issues early warning information to enterprises in the first time. In the first half of this year, the customs provided more than 30 pieces of early warning information to relevant enterprises in a timely manner in response to changes such as the new regulations for CE certification of robots in the European Union and the update of American robot safety standards, helping enterprises adjust their product design and certification processes in advance and avoiding potential export losses.
From traditional automotive welding and 3C electronic assembly to the expansion of application scenarios such as semiconductor manufacturing, biomedicine, and intelligent logistics, the continuous expansion of industrial robot application scenarios has opened up a broader space for the robot industry to go global.
At present, semiconductor technology is shifting towards micro refinement, driving the upgrading of downstream processes, which puts higher demands on robots. Liu Yanping, the head of the management department of Jiangsu Changshu Dayiheng Precision Machinery Company, introduced that in order to adapt to high-density production and high load operation scenarios, the company has independently developed low vibration and high load handling robots, successfully exploring new application scenarios such as advanced packaging and development, and rapidly increasing orders in new fields.
To support enterprises in seizing export opportunities, Changshu Customs under Nanjing Customs guides enterprises to adopt a "dedicated account book+online supervision" model, providing full process guidance from account book establishment to verification, and assisting enterprises in compliance declaration. At the same time, continuous optimization of centralized domestic sales procedures has supported enterprises to flexibly allocate production capacity, achieving coordinated development of domestic and foreign trade.
If the handling robot focuses on the efficient circulation of "things", then collaborative robots have opened up the imaginative space of "thousands of industries".
Elite Intelligent Robot Co., Ltd. is an enterprise deeply engaged in the research and manufacturing of new generation human-machine interaction and collaboration scenarios. We focus on providing robot solutions for industries such as automotive, 3C, biopharmaceuticals, and healthcare. Currently, our collaborative robots have been deployed in over 500 real-life scenarios. ”The customs manager of the company, Yong Yingying, said that with various preferential certificates of origin issued by Suzhou Industrial Park Customs, the company's collaborative robots have enjoyed over 300000 US dollars in tariff benefits in importing countries this year.
To assist the development of the industrial robot industry in the jurisdiction, Suzhou Industrial Park Customs provides policy lectures and compliance guidance through the "Care and Assist Enterprises" activity, establishes a "dedicated person docking, full process tracking" service model, optimizes classification, origin and other regulatory services for high-tech enterprises such as artificial intelligence and precision sensors, and provides professional technical support. In the first half of this year, the export of industrial robots from Suzhou Industrial Park exceeded 250 million yuan.
From "manufacturing" to "intelligent manufacturing", from "professional specialization" to "thousands of industries", more and more industrial robot products are accelerating their foreign trade with the engine of "scene expansion". Cao Yongxin, the customs chief of Suzhou Industrial Park, said that in the future, we will continue to focus on high-tech industries, innovate regulatory models and prioritize services, promote efficient connectivity between domestic and foreign markets for industries such as industrial robots, and help enterprises seize opportunities for global industrial upgrading.
