Cultivating and strengthening emerging and future industries is an important measure to cultivate new quality productivity and promote high-quality development. In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the various plenary sessions of the 20th Central Committee, fully implement the important instructions and directives of General Secretary Xi Jinping on Fujian's work, take scientific and technological innovation as the guide, accelerate the cultivation and growth of emerging industries, look ahead to the layout of future industries, explore new paths in promoting the deep integration of scientific and technological innovation and industrial innovation, and support the construction of a more globally competitive modern industrial system in Fujian Province, the "Fujian Province's 15th Five Year Plan for the Development of Emerging Industries and Future Industries" (hereinafter referred to as the "Plan") has been formulated.

　　1、 Development foundation

　　During the 14th Five Year Plan period, the agglomeration and development effects of emerging industries in our province have been enhanced. The proportion of industrial strategic emerging industries' output value to industrial output value above designated size has increased from 19.7% to 29.1%. The added value of new generation information technology, high-end equipment, new materials and other industries has exceeded 100 billion yuan, and four national and 17 provincial strategic emerging industry clusters have been established, forming an industrial pattern with Fuzhou and Xiamen as the core and coordinated development of mountains and seas. The main body of enterprise innovation continues to grow, with over 15000 national high-tech enterprises, 426 national level specialized, refined, unique and new "little giant" enterprises cultivated, and 65 manufacturing industry single champion enterprises. Innovation investment has steadily increased, with an average annual growth rate of about 8% in R&D funding for the whole society. Thirteen national key laboratories have been restructured and listed, and the number of provincial innovation laboratories has increased to eight. Strengthening talent and capital support, a total of 111 industry-leading teams have been selected, and a government fund matrix with a scale of billions has been established.

　　2、 Compilation basis and deadline

　　The "Plan" is based on the "Outline of the 15th Five Year Plan for National Economic and Social Development of Fujian Province", and conscientiously implements the national deployment on cultivating and strengthening emerging industries and forward-looking layout of future industries. The planning period is from 2026 to 2030.

　　3、 Main content

　　The Plan consists of five parts, including development effectiveness, development goals, development priorities, key tasks, and safeguard measures.

　　Part One Development Effectiveness.Mainly analyze the development achievements and problems faced by emerging and future industries in our province during the 14th Five Year Plan period.

　　Part Two Development Goals.In accordance with the requirements of the provincial "15th Five Year Plan" outline, the development plan for scientific and technological innovation, and the plan for new industrialization, 10 representative and quantifiable indicators have been proposed, including an average annual growth rate of 10% in R&D funding for the whole society by 2030, and a proportion of about 35% of the output value of strategic emerging industries in the province's industrial sector above designated size.

　　The third part focuses on development.Centered around the national strategic layout and based on the industrial characteristics and advantages of our province, we will focus on building three emerging pillar industries: new energy, new materials, integrated circuits, and optoelectronics. We will accelerate the cultivation of six emerging engine industries: artificial intelligence, intelligent equipment, biomedicine, marine high-tech, energy conservation and environmental protection, and low altitude economy. We will look ahead to the layout of nine future industries: new batteries, hydrogen energy, nuclear technology applications, brain computer interfaces, biomanufacturing, satellites and applications, sixth generation mobile communication, embodied intelligence, and quantum technology. We will construct a clear and prominent "369" emerging industry and future industrial system as a whole.

　　The fourth part focuses on key tasks.Focusing on promoting the high-quality development of emerging industries and future industries in our province, we will deploy and implement three landmark projects: "AI+" leadership, innovation capability enhancement, and new track cultivation. We will carry out five key actions, including enterprise gradient cultivation, industrial ecological optimization, regional coordinated development, open link cooperation, and element reform and upgrading, to accelerate the cultivation of new quality productivity and build new competitive advantages for industries facing the future.

　　The fifth part is safeguard measures.Propose measures to strengthen cross departmental coordination, increase policy support, improve monitoring and evaluation systems, and establish fault-tolerant incentive mechanisms to ensure the effective implementation of the Plan.
