On the afternoon of August 7th, the Special Research Group of the China Security and Prevention Products Industry Association (hereinafter referred to as the China Security Association) held a pilot research symposium on the high-quality development and application of video images in Lianyungang on the occasion of the Lianyungang Security Industry Cooperation and Development Conference. The research team was led by Wang Nan, Secretary General of the China Association for Safety and Security. Yin Ping, Mei Chuanbo, and Zhou Xiansheng from the Artificial Intelligence Group of the Expert Committee, as well as representatives from AsiaInfo Group and Hangzhou Aqishu Technology Co., Ltd., attended the meeting. Jiang Xingzhou, Second level Inspector of Lianyungang City and Executive Deputy Director of the Office of the Municipal Security Industry Development Working Group, attended the meeting and delivered a speech. Representatives from Lianyungang Development and Reform Commission, Data Bureau, Public Security Bureau, Mobile Company, relevant units in Haizhou District, and Lianyungang Security Industry Development Group attended. The symposium was chaired by Fu Yongchao, Director of the Expert Office of the China Association for Safety and Security.

　　

The symposium focused on implementing the relevant requirements of the State Council's "Regulations on the Management of Public Safety Video Image Information Systems" (State Council Order No. 799 of the People's Republic of China), investigating the current situation and countermeasures of the construction, operation, and management of public safety video systems in Lianyungang, and conducting discussions on accelerating the digital transformation and innovative application of artificial intelligence in the security industry of Lianyungang, and assisting the development of the security industry and related cooperation matters in Lianyungang.

At the meeting, Director Jiang Xingzhou pointed out that with the rapid development of cutting-edge technologies such as artificial intelligence and intelligent agents, security video images have ushered in new development opportunities and vast growth space. We hope that all parties can unite and organically combine the foundation of the security industry with the elements of new quality productivity. Taking Lianyungang as a pilot, we will explore the construction of a new model for high-quality development of security video images that covers the entire chain, all fields, and all ecosystems.

Secretary General Wang Nan expressed appreciation for the attention and support given to the security industry by Lianyungang City. He emphasized that public safety video systems are playing an increasingly important role in scenarios such as public security operations, urban management, and emergency response. However, constrained by various factors, various regions across the country generally face many practical difficulties in system operation and maintenance support, as well as long-term investment. After years of construction, security video has formed a huge foundation, accumulating a good resource base and industrial accumulation. How to activate existing resources and promote the healthy development of the industry under the premise of safety and compliance is the core topic that this symposium hopes to have in-depth exchanges and discussions on.

At the meeting, Mei Chuanbo, an expert from the China Association for Security and the President of the Guangzhou International Artificial Intelligence Industry Research Institute of AsiaInfo Group, analyzed the achievements and pain points of the construction of public safety video systems based on the current development status of the industry. Based on the principles of data non outbound and safety compliance, he proposed six major market-oriented landing paths to accurately adapt to the diverse needs of government, industry customers, and people's security. The relevant person in charge of Hangzhou Aqishi Technology Co., Ltd. shared the construction experience of the "City Eye" perception fusion platform in a certain city. The platform gathers massive video and IoT terminal resources, relies on innovative intelligent algorithm architecture to achieve full process intensive management, effectively reduces the threshold for AI landing, improves the efficiency of intelligent application, and provides a mature model for large-scale innovative application in the industry.

Subsequently, representatives from the Development and Reform Commission, Data Bureau, Public Security Bureau, Mobile Company, and relevant units in Haizhou District of Lianyungang City, combined with their respective business fields, exchanged and discussed core issues such as the high-quality development and application of video images in Lianyungang, compliance with video usage, authorized operation management, cross departmental and cross level platform communication, existing achievements, and future development and application with members of the China Association for Security Research.

　　After thorough discussion, the attending representatives unanimously agreed that promoting the high-quality development and application of video images not only conforms to the requirements of multiple policy documents such as the "Regulations on the Management of Public Safety Video Image Information Systems" and the "Implementation Plan for Promoting the Construction of Industry High Quality Data Sets" and "Implementation Standards for Public Data Resource Authorization Operation (Trial)" issued by the National Data Administration to promote the development and utilization of public data resources, standardize the management of public safety video systems, and promote the development of industry data empowered artificial intelligence applications, but also effectively alleviates the financial pressure of local governments in the comprehensive operation and management of security videos. It is a work with practical significance and promotion value, and is worth piloting in Lianyungang. It is suggested to start from key scenarios such as urban management and petrochemical bases, fully utilize mature algorithms to empower, and quickly form replicable and promotable pilot results, accumulating experience for the subsequent comprehensive deepening of application.
