The "Regulations on Promoting the Construction of Science and Technology Innovation Centers in Chongqing" (hereinafter referred to as the "Regulations") consists of 25 articles, which provide institutional design around multiple dimensions such as institutional mechanisms, innovation space carriers, innovation subject research and development, achievement transformation, factor guarantee, and regional collaborative opening.

In terms of improving the overall promotion system and mechanism, the Regulation clarifies the basic principles and strategic positioning of the construction of science and technology innovation centers, consolidates the main responsibilities of city and county (autonomous county) people's governments, clarifies the division of responsibilities among science and technology, development and reform, education, economic information and other departments, and forms a work pattern of city level coordination, departmental collaboration, and county implementation.

In terms of optimizing the layout of innovation space carriers, the Regulation clarifies that the Western (Chongqing) Science City and Liangjiang New Area are the core carrier areas, creating the main axis of the Chengdu Chongqing Middle Line Science and Technology Innovation Corridor, cultivating regional innovation highlands, and constructing a comprehensive linkage innovation space pattern; Coordinate the layout of high-level laboratories, major technological infrastructure, and various innovation platforms to enhance the ability of original innovation sources.

In terms of strengthening the innovation subject's ability to tackle key problems, the Regulation points out that the status of enterprises as the main body of scientific and technological innovation should be strengthened, and a gradient cultivation system for scientific and technological enterprises should be established; Promote the deepening reform of universities and research institutions, enhance their capabilities in basic research and industrial technology breakthroughs; We will focus on key core technology research and development in key industrial areas, and strengthen the forward-looking layout of new tracks such as artificial intelligence.

In terms of improving the transformation of achievements and element support, the Regulation clearly establishes a full chain service system for achievement transformation from concept verification, pilot testing and maturation to scenario application; Strengthen the supply of factors from dimensions such as talent cultivation, technology finance, land security, and data computing power to provide comprehensive support for technological innovation.

In terms of deepening regional cooperation and opening up, the Regulation stipulates that based on the legislative positioning of Sichuan Chongqing cooperation, it clarifies the collaborative measures of the two places in space co construction, platform sharing, project co research, etc; Strengthen exchanges and cooperation with domestic innovation hubs, expand international scientific and technological cooperation networks, and enhance innovation openness.
