On the afternoon of May 8, 2026, the work meeting for the preparation of the local standard "General Specification for Unmanned Aerial Vehicle Defense System for Counter Terrorism Key Targets" in Jiangsu Province was successfully held in Lianyungang City, Jiangsu Province. This conference gathered 36 leaders and experts from 24 units including provincial and municipal public security anti-terrorism departments, industry associations, research institutes, universities, authoritative testing institutions, and low altitude security backbone enterprises to jointly discuss the details of standard formulation, clarify the promotion path, and consolidate consensus on formulation. Sun Baoming, Deputy Secretary General of the Unmanned System Security Professional Committee of the China Security and Prevention Products Industry Association (hereinafter referred to as the CSA Security Committee), was invited to attend. The meeting was chaired by Jie Jieli from the Anti Terrorism Prevention and Emergency Research Center of Jiangsu University.

Xiang Junping, Secretary General of Lianyungang Security and Prevention Association and Leader of the Standard Preparation Group, gave a detailed report on the preparation ideas, framework structure, core clauses, and next steps of the work plan. This standard provides clear regulations on system composition, system technical requirements, risk assessment and authorization, detection and acceptance, specialized protection for classified scenarios, deployment and operation management, emergency response, etc., filling the gap in relevant standards in the province and even the whole country.

Experts unanimously believe that the preparation of this standard should adhere to practical, problem oriented, and application oriented approaches, closely fit the real scenarios of key units in public security counter-terrorism protection, fully absorb advanced technology and frontline application experience from enterprises, ensure that the standard is "usable, effective, and easy to use", and truly become an important basis for guiding the design, construction, practical application, and operation and maintenance management of unmanned aerial vehicle defense systems.

The establishment of this standard in Jiangsu Province is timely, and the significance of its preparation, promotion, and application is significant. It is suggested that the writing team and experts put more effort into legality, innovation, scientificity, coordination, and operability. As a participating unit, the Safety Committee of the China Association for Safety and Security will fully support the preparation of this standard and actively cooperate with subsequent modifications, releases, and promotion work.

The person in charge of Lianyungang Public Security Bureau fully affirmed the standard preparation work and put forward clear expectations. The compilation of this standard is of great significance for improving the specialized level of counter-terrorism in Jiangsu and regulating the unmanned aerial vehicle defense industry. The compilation team should adhere to a practical orientation, ensure that the content is scientific and operable, and establish a comprehensive mechanism for item by item research and joint modification; It is necessary to establish a cross departmental normalized linkage and police enterprise collaboration mechanism, integrate counter-terrorism expert think tank resources, and optimize standard details through on-site research. At the same time, it is necessary to conduct on-site investigations at the grassroots level, advance the compilation according to the nodes, and hold regular consultations to ensure timely and high-quality completion; We need to plan, promote, and supervise the implementation of standards in advance to ensure their effectiveness.

In summary, the person in charge of the Jiangsu Provincial Counter Terrorism Office provided comprehensive comments and specific requirements on the basis and characteristics of the preparation of this standard, the core principles of its development, the handling of key content, and the deployment of subsequent work. It is hoped that the preparation team will adhere to the three core principles of government enterprise research collaboration, coordinated security development, and clear application boundaries, scientifically define risk grading, refine typical application scenario requirements, balance technical indicators and landing costs, and reserve multi platform docking interfaces.
