With the introduction of the Implementation Plan, Jinan has a clear "roadmap" for the development of low altitude economic industries.

Jinan City will accelerate the construction of a "1+3+5+N" work system for low altitude economy, with the goal of striving for national low altitude economy pilot demonstration. It will focus on three major fields: general aircraft, unmanned aerial vehicles, and electric vertical takeoff and landing aircraft (eVTOL), and implement five key tasks including industrial scale cultivation, characteristic scene expansion, flight support foundation building, innovation capability enhancement, and pilot demonstration leadership. It will form several diverse and cross-border integrated application scenarios, and create a national low altitude economy development pilot zone, agglomeration zone, and demonstration zone.　

Jinan City will expand the scale of its low altitude economy industry and introduce a number of well-known domestic leading enterprises and high-quality projects; Implementing industrial chain supplementation, strengthening chain extension, with a focus on aircraft manufacturing, to drive the agglomeration and development of core component industries; Give full play to the leading role of state-owned asset platforms, establish low altitude economic development companies, promote the construction of low altitude flight service stations, encourage the development of low altitude manufacturing, infrastructure construction, etc; Carry out industrial exchange and cooperation.

Enrich characteristic low altitude application scenarios, including promoting "low altitude"+intelligent inspection, public services, medical services, logistics transportation, tourism and sports, air traffic and other scenario applications.

Consolidate the low altitude flight support system, including implementing the functions of "one window application, one-stop approval, and one network management", reasonably planning air routes, constructing a low altitude intelligent communication network with full coverage, forming a city level low altitude digital intelligent network, and coordinating the planning and construction of a three-level takeoff and landing facility system for general airports, helicopter airports (takeoff and landing points), and unmanned aerial vehicle takeoff and landing facilities (hubs, stations, points).
