The Ministry of Industry and Information Technology released the "15th Five Year Plan" for the development of the information and communication industry on the 7th. The plan proposes to comprehensively build a new generation of communication network with complete coverage and leading performance by 2030, accelerate the formation of a technologically advanced, secure and controllable information and communication industry system, and take solid steps towards modernization of the information and communication industry.
The plan lists 13 main indicators, including a revenue of 4.1 trillion yuan in the information and communication industry by 2030, a cumulative investment of 3.8 trillion yuan in information infrastructure, an average annual growth rate of 7% in the total telecommunications business, an intelligent computing power scale of 9800EFLOPS, and a 5G (including 5G-A) user penetration rate of 95%.
The plan focuses on six aspects: information infrastructure construction, information and communication industry system, industry governance system and governance efficiency, network and data security guarantee, integrated application expansion, and global development, and proposes 26 key tasks. Specific measures include: timely launch of 6G commercialization, acceleration of the construction of a nationwide integrated computing power network, exploration of forward-looking research and ecological cultivation of space computing power technology, promotion of the integrated development of "5G+Beidou", orderly promotion of new technology applications and new business filing such as embedded SIM cards (eSIM) and wireless communication.
Specific measures also include: building industry anti fraud laboratories, supporting industry enterprises to further promote "artificial intelligence+manufacturing", continuing to promote the expansion of Internet bandwidth, accelerating the global coverage of satellite communication networks, actively, steadily and orderly promoting the expansion of independent opening in the telecommunications field, etc.
The plan focuses on infrastructure construction and quality improvement, satellite ground integration development, agent Internet network construction, 6G technology research and development, platform economy innovation and healthy development, and industrial Internet application innovation and development, and has set up 13 columns. It also specifies that 500000 new 5G-A base stations will be built, mobile phone direct connection satellite applications will be promoted, an agent network identification system will be built, and the research on wireless, network, security and other 6G key technologies will be systematically carried out, and an emergency communication model will be built.
In addition, the plan also requires strengthening cross departmental coordination, inter provincial linkage, and government enterprise collaboration, enhancing the coordination and cooperation of various policies, as well as the guarantee of resource elements such as land, sea, electricity, quantity, and frequency, and encouraging financial institutions to increase their support.
