The reporter learned from the Standing Committee of the Beijing Municipal People's Congress that the 26th meeting of the 16th Standing Committee of the Beijing Municipal People's Congress voted to pass the newly revised "Regulations on the Management of Unmanned Aerial Vehicles in Beijing" (hereinafter referred to as the "Regulations"), which will be implemented from November 15, 2026.
In order to adapt to the new situation, new tasks, and new requirements of unmanned aerial vehicle management in the capital region, effectively build a strong defense line for the capital, and safeguard the fundamental interests of the people, this city has optimized and issued the revised "Regulations". Based on the original management regulations, further strict control measures have been taken, safety hazards have been comprehensively identified, and airspace safety management in the capital region has been strengthened. The Regulation specifies that the entire administrative area of this city is a controlled airspace for unmanned aerial vehicles. It is prohibited to carry out unmanned aerial vehicle flight activities within this administrative area, to hold or store unmanned aerial vehicles and their core components within this administrative area, and to transport or carry unmanned aerial vehicles and their core components into this administrative area. The Regulations also require special support units to establish safety management systems, clarify management responsibilities, prevent safety incidents, and strictly follow relevant national regulations for flight activities in special support situations.
On May 1st of this year, the "Regulations on the Management of Unmanned Aerial Vehicles in Beijing" and the supporting document "Measures for Information Verification of Unmanned Aerial Vehicles in Beijing" were officially implemented, and the required information verification work was successfully completed on July 31st. Thank you to the citizens for their understanding, support, and proactive cooperation.
At present, in accordance with the revised "Regulations" that prohibit the possession and storage of unmanned aerial vehicles and their core components throughout the city, the original "Beijing Unmanned Aerial Vehicle Information Verification Measures" will be suspended synchronously with the promulgation and implementation of the new regulations.
According to the reporter's understanding, in order to facilitate citizens to dispose of existing equipment in compliance with new regulations and ensure a stable connection, in addition to citizens carrying it out of Beijing for disposal, the city also provides three other disposal channels: on-site repurchase, scrap recycling, and delivery out of Beijing, to facilitate citizens to complete disposal on time and in accordance with regulations, and to implement subsidy policies in a classified manner. Among them, the subsidy policy only applies to unmanned aerial vehicles held by individuals who have completed information verification with the public security organs, and will be disposed of through three channels: on-site repurchase, scrapping and recycling, and delivery out of Beijing from the policy release until November 14, 2026.
1. On site repurchase. Individuals who sell unmanned aerial vehicles to repurchase enterprises confirmed by the district governments (the repurchase points can be found on the official websites of the district governments and other channels) need to bring the unmanned aerial vehicles to the repurchase points confirmed by the district governments for on-site verification, quotation, transaction, and payment of subsidy funds after verification. For disposal completed from September 12 to October 31, 2026, the subsidy standard is 30% of the repurchase transaction price, with a maximum limit of 3000 yuan per unit. For disposal completed from November 1, 2026 to November 14, 2026, the subsidy standard is 15% of the repurchase transaction price, with a maximum limit of 1500 yuan per unit.
2. Scrap and recycle. Individuals will hand over their unmanned aerial vehicles to the government established scrap and recycling points for disposal (the location of the scrap and recycling points can be found on the official websites of each district government and other channels). After verification, the subsidy funds will be disbursed upon review. The subsidy standard for disposal completed from September 12 to October 31, 2026 is 200 yuan per unit. The subsidy standard for disposal completed from November 1, 2026 to November 14, 2026 is 100 yuan per unit.
3. Delivery out of Beijing. From September 12, 2026 to November 14, 2026, individuals can send unmanned aerial vehicles via postal EMS to addresses outside of Beijing. After verification, the delivery fee will be waived.
For those who bring their own devices out of Beijing, they can transfer them by themselves through civil aviation, railway, highway and other transportation methods before November 15, 2026.
The revised "Regulations" establish the principle of "universal prohibition of storage". After the implementation of the "Regulations", all units and individuals within the administrative area of this city are not allowed to set up unmanned aerial vehicle warehouses or temporary storage points in Beijing, unless otherwise stipulated by laws and regulations.
For devices previously stored in Beijing, they must be transferred outside of Beijing through the above-mentioned channels before the implementation of the "Regulations" on November 15, 2026. The public security organs will strictly carry out inspections and checks in accordance with regulations, and strictly investigate and punish behaviors such as overdue transfer out of Beijing and illegal private storage in accordance with the law. Next, the city will continue to carry out normalized airspace control measures, do a good job in policy interpretation, convenient services and other supporting work, guide citizens to handle according to regulations, and fully safeguard the safety of the capital's airspace.
