Recently, provinces such as Sichuan, Jilin, Fujian, Shanghai, Chongqing, Zhejiang, Qinghai, and Yunnan have successively released urban renewal plans during the 15th Five Year Plan period. The content related to intelligent security has been clearly included in the work deployment of many local governments in the next five years, but this phenomenon is not commonly seen in planning documents in recent years. Security has shifted from being a supporting component of urban construction to a fundamental task of urban renewal and safety governance, providing clear policy guidance and stable market expectations for related industries.
At the beginning of the 15th Five Year Plan, multiple provinces have rarely deployed intensive security measures: quantitative indicators have been clearly defined in the plan

This year marks the beginning of the 15th Five Year Plan, with urban renewal plans being released in various provinces. By reviewing the provincial planning documents that have been released, it can be found that intelligent security is no longer a scattered supporting content, but is written into the plan in the form of quantitative indicators and specific projects. Such dense policy coverage is relatively rare in the previous five-year planning cycle.

Sichuan Province has incorporated resilience and intelligence into the overall goal of urban renewal, clarifying that safety, improvement of people's livelihoods, and industrial upgrading are equally important. The plan requires special physical examinations to be conducted for urban residential communities that have been built for more than 20 years, 1000 new smart security communities to be built, 12000 high-rise public buildings to be renovated for fire protection, and a city operation perception system to be constructed.

Jilin Province proposes to deploy 2800 sets of pipeline sentinels, 25000 pieces of intelligent terminal IoT sensing devices, achieve 100% digital home coverage, renovate 2500 old residential areas, and promote urban governance from post disposal to pre prevention, from decentralized control to lifeline perception and global collaboration.

Fujian Province has clarified that the digitalization rate of urban housing basic information exceeds 96%, and 1300 existing emergency shelters have been renovated. Three piece gas safety kits have been installed for 500000 households, and a CIM basic platform has been fully established to coordinate the layout of urban IoT sensing facilities.

Shanghai has formulated a special plan for the construction of resilient and safe cities for the first time, proposing to comprehensively build a leading resilient and safe city in China by 2030, improve the safety management system for the entire life cycle of houses, and expand the coverage of renovation of old residential areas.

Chongqing has clearly achieved basic full coverage of major municipal infrastructure IoT sensing equipment and monitoring systems, and completed the renovation and upgrading of 2000 old residential areas.

Zhejiang Province has proposed the establishment of three systems: housing safety physical examination, housing safety management funds, and housing quality and safety insurance, to promote the construction of intelligent public security that integrates human, machine, and objects.

Qinghai Province will include intelligent security facilities in the hard indicators for the renovation of old residential areas, build CIM digital bases, intelligent multifunctional pole perception systems, and community intelligent management service platforms, and implement urban infrastructure lifeline security projects.

Yunnan Province proposes to comprehensively survey the risks of gas, water supply, drainage, bridges and other facilities, install IoT intelligent sensing devices, promote the construction of intelligent sensing and security facilities at the community level, and promote the integration of community policing into grassroots governance.

The release of urban renewal dividends benefits both equipment manufacturers and small and medium-sized integrators

The security market opportunities brought by urban renewal are not only enjoyed by top enterprises. From the perspective of industrial transmission logic, at least two types of entities will directly benefit.

The first category is security equipment manufacturing enterprises. The tasks of renovating old residential areas, constructing smart security communities, and deploying IoT sensing devices clearly defined in local planning directly correspond to hardware requirements such as video surveillance, access control systems, sensor terminals, and fire equipment.

Taking Yunnan as an example, 23800 sets of intelligent monitoring and IoT sensing devices have been installed during the 14th Five Year Plan period. During the 15th Five Year Plan period, only the construction and renovation of underground pipelines reached 22000 kilometers, and the demand for equipment continues to expand. As the construction of local CIM platforms and urban operation awareness systems is promoted, the procurement of front-end awareness devices, edge computing nodes, and platform docking systems will continue to increase.

The second category is small and medium-sized integrators and engineering companies. The implementation characteristics of urban renewal projects determine the participation space of small and medium-sized enterprises. Unlike new large-scale infrastructure projects, urban renewal mainly focuses on stock renovation, with scattered projects, diverse scenarios, and relatively small individual scales. The renovation of old residential areas, the reconstruction of community security, and the installation of pipeline sensing equipment require a large number of localized construction forces due to the wide range of projects. Urban renewal has shifted from large-scale demolition and construction to micro renewal and fine renovation, and engineering units focusing on projects such as renovating old residential areas and reshaping community micro spaces have ushered in historic opportunities.

According to bidding data, there are nearly 160000 project titles in 2026 that include "renovation of old residential areas", with a large number of projects with a scale of less than 10 million yuan. Many local policies specify that such projects are prioritized for small and medium-sized enterprises. Small and medium-sized integrators have a competitive advantage in these projects with localized services and flexible response capabilities.

The 2026 Security Expo kicks off, building a precise platform for urban renewal security docking

From Sichuan to Jilin, from Fujian to Yunnan, multiple provinces have systematically deployed intelligent security related tasks in the "15th Five Year Plan". Security is no longer a supporting option for urban construction, but has been explicitly included in the work list of local governments in the next five years. For the security industry, the signal released by this round of policies is clear: in the next five years, the security needs in urban renewal will have definite policy support, and the market space is shifting from scattered project opportunities to systematic engineering needs.

With the advancement of renovation of old residential areas, lifeline safety projects, and smart community construction, intelligent security will become an indispensable basic capability for urban operation, and the participation of the security industry will gradually shift from equipment supply to deep integration into the urban security governance system. Faced with this systemic transformation, how to accurately grasp project opportunities scattered in various regions, grasp policy trends, and connect with engineering needs has become a key issue for enterprises to layout the urban renewal market during the 15th Five Year Plan period.

The 18th China International Public Security Products Expo and the 3rd Intelligent and Security Industry Development Conference are scheduled to be held from November 3 to 6, 2026 at the China International Exhibition Center (Shunyi Hall) in Beijing. This exhibition is providing an important platform for meeting the needs of this industry.

The Security Expo will focus on the construction of digital cities, resilient cities, and smart communities. In the fields of intelligent IoT, emergency management, entrance and exit control, and intrusion alarm, it will directly respond to the equipment procurement and system integration needs in urban renewal planning in various regions, showcasing the latest achievements of technology services for refined urban governance and people's livelihood security. The exhibition will comprehensively upgrade the traditional security exhibition area, showcasing new generation intelligent terminals, video surveillance and other integrated and intelligent innovative products, providing an efficient platform for exhibitors to accurately meet the security needs of urban renewal projects in various regions.

For security companies actively expanding into the urban renewal market during the 15th Five Year Plan period, this year's Security Expo is not only a window to understand technological trends and showcase cutting-edge solutions, but also an important hub for connecting with urban renewal policy guidance, linking project resources from various regions, and integrating into the urban security governance system.
