The Action Plan adheres to the principles of education oriented, quality-oriented, application-oriented, intelligent for good, and open sharing. It closely focuses on the two cores of educational equity and quality improvement, and takes the deep integration of artificial intelligence with education and teaching as the main line. It promotes the integration of artificial intelligence with all elements of teaching, learning, research, management, and evaluation, and connects the entire process. It accelerates the construction of a new form of intelligent education that is human-machine collaboration, virtual real integration, and ubiquitous accessibility, and proposes 15 measures in five aspects.

（1） Implement general education and quality development actions for artificial intelligence. Starting from the autumn semester of 2027, the number of artificial intelligence related class hours per academic year for primary, middle, and high schools shall not be less than 8, achieving general education coverage in all primary and secondary schools in the province; Construct around 10 provincial-level general education courses in higher education, covering all professional students; General education courses are offered throughout the entire vocational education program. Promote AI dual teacher collaborative teaching, conduct online "AI Classroom Teaching Ability Intelligent Diagnosis" for more than 10000 young teachers every year, and establish around 500 provincial-level certified digital and intelligent guidance mentors and more than 15 expert guidance teams during the "15th Five Year Plan" period. Various regions and schools are exploring the establishment of a three in one evaluation mechanism of "process recording+ability certification+achievement display", incorporating artificial intelligence literacy into students' comprehensive quality digital evaluation files. Brand competitions such as Gansu Science and Technology Innovation Competition and AI Innovation Challenge are held, with no less than 30000 students participating each year.

（2） Implement interdisciplinary and technological breakthroughs in advantageous disciplines. During the 15th Five Year Plan period, universities in the province will add about 20 artificial intelligence related disciplines, upgrade and transform about 200 artificial intelligence characteristic majors, and build about 200 provincial-level smart courses. Support the deep empowerment of artificial intelligence in advantageous and characteristic disciplines such as education, grassland, transportation engineering, materials science and engineering, and bamboo slips, and build cross platform platforms for intelligent construction, intelligent transportation, smart grassland industry, and intelligent governance of education. Strengthen existing key laboratories and research bases, support school enterprise cooperation to create innovation platforms in the field of artificial intelligence, and cultivate industrialization demonstration projects around key industries such as new energy, new materials, and equipment manufacturing. Explore the collaborative investment mechanism of "technology+industry+finance" to accelerate the transformation and application of artificial intelligence technology achievements in universities in enterprises.

（3） Implement precise adaptation and optimization actions for talent cultivation. Make artificial intelligence a compulsory or designated elective course in universities, support universities with conditions to establish AI related minor majors and micro majors, develop digital textbooks, and jointly build virtual simulation laboratories. Relying on the national employment big data platform, improve the linkage warning and dynamic adjustment mechanism of "talent demand professional settings enrollment employment", and build an intelligent employment service system. Relying on the "the Belt and Road" University Alliance, Confucius Institute, Peili Workshop and other platforms, international exchanges and cooperation will be carried out to improve the international communication capacity of Chinese culture and the digital development level of international Chinese education.

（4） Implement breakthroughs in environmental conditions. Actively integrating into the construction system of "East Calculation and West Calculation", laying out a provincial-level education computing power platform integrating "supercomputing+intelligent computing", improving the integrated infrastructure of "cloud network edge end", promoting the construction of smart classrooms and the intelligent upgrading of traditional classrooms. Support the purchase of experimental instruments and equipment in the field of artificial intelligence for middle and high schools, support the construction of teaching and research buildings in higher education institutions, update practical teaching and research instruments and equipment, and establish industry education integration internship and training bases. Relying on university science and technology parks to cultivate artificial intelligence enterprises in the field of education, select and promote typical application scenarios.

（5） Implement the action of empowering education governance with digital intelligence. Relying on the provincial education data intelligence center to build an "intelligent brain" for education, using artificial intelligence to assist in school layout, degree supply, teacher staffing and other educational resource allocation decisions. Promote the application of artificial intelligence in areas such as exam enrollment, student status management, teacher development, and fund supervision, and achieve intelligent handling of key business processes throughout the entire process. Establish a strong safety management and emergency command platform for the Provincial Department of Education, enhance the monitoring and early warning capabilities of campus safety risks, standardize the application of artificial intelligence in campus filing management, and ensure technical security, data security, content security, algorithm security, and ethical security.

Firstly, the target measures are specific. The Action Plan is based on reality and focuses on the long-term development of "artificial intelligence+education" in the province during the "15th Five Year Plan" period. It clarifies the goals and 15 specific measures for the two stages of 2028 and 2030, and plans in detail what, how, and when to achieve the goals of "artificial intelligence+education" in the province for the next period. It provides guidance for using artificial intelligence as a driving force to promote the construction of education modernization experimental zones and accelerate the construction of a high-quality education system through "changing tracks and overtaking".

The second is to focus on policy coherence. In recent years, the Provincial Department of Education has attached great importance to the integration of artificial intelligence with education and teaching, vigorously promoting the integration of artificial intelligence with relevant academic stages and fields. It has successively issued implementation plans for empowering basic education, higher education, teacher development, etc. with artificial intelligence, and achieved phased results. The Action Plan, in conjunction with the latest national and provincial documents, comprehensively summarizes, innovatively condenses, systematically integrates, and practically develops the leading, key, and strategic measures of the above plans, forming institutional arrangements and policy measures covering the entire academic stage, all elements, and all processes.

The third is to strengthen typical guidance. After the issuance of the Action Plan, the Provincial Department of Education will regularly release typical application scenarios of "artificial intelligence+education" in the province in batches, covering major stages and fields such as basic education, vocational education, higher education, and teacher literacy. It will focus on the vivid practice, rich scenarios, and practical achievements of "artificial intelligence+education" in our province, and provide replicable and referenceable "case studies" for the development of "artificial intelligence+education" in the province.

One is to strengthen organizational leadership. The Provincial Department of Education, Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Science and Technology, Provincial Big Data Center and other departments are strengthening the coordination, cooperation and collaborative promotion of "artificial intelligence+education". The Cyberspace Leadership Group of the Provincial Department of Education is coordinating and promoting the "Artificial Intelligence+Education" action plan. Each region and school shall refer to the corresponding work mechanism, clarify the division of responsibilities, and ensure the implementation of various tasks.

The second is to strengthen funding support. We will allocate funds for improving weak links and enhancing capabilities in compulsory education, special funds for improving the conditions of ordinary high schools, special funds for "strengthening counties", special funds for university reform and development, etc., to support "artificial intelligence+education" and ensure the construction of relevant teaching and research venues, equipment, and data resources.

The third is to improve the long-term mechanism. Establish a dynamic monitoring mechanism for the effectiveness of artificial intelligence teaching, incorporate the effectiveness of artificial intelligence education applications into the supervision and evaluation indicators for local governments to fulfill their educational responsibilities, strengthen the application of assessment and evaluation results in resource allocation, project initiation, funding allocation, and other aspects, and form a collaborative and sustainable work pattern throughout the province.
