In order to thoroughly implement General Secretary Xi Jinping's important statements and instructions on disaster prevention, reduction, and relief, conscientiously implement the relevant work arrangements of the Ministry of Industry and Information Technology, the Provincial Party Committee, and the Provincial Government, and further enhance the emergency communication support capabilities at the grassroots level in the province, the Hubei Provincial Communication Management Bureau, together with the Provincial Emergency Management Department and twelve other departments, recently jointly issued the "Notice on Enhancing the Emergency Communication Support Capability at the Grassroots Level" (hereinafter referred to as the "Notice").

The Notice proposes that by 2027, the integrated network guarantee capability of grassroots "air space" in the province will be significantly improved, the types of emergency communication equipment will be more diverse, the quantity will be more sufficient, and the functions will be more complete. The basic communication means for disaster risk areas will be fully covered, effectively meeting the emergency communication needs of grassroots people, government departments, rescue teams and other parties.

The Notice proposes to enhance the emergency communication support capability at the grassroots level from three aspects: strengthening the pre installation of emergency equipment, promoting network construction optimization, and making good use of the minimum communication policy. One is to clarify the division of responsibilities among various departments, proposing that emergency, public security, education, transportation, fire protection, development and reform, economy and information technology, health, communication and other relevant departments are responsible for the construction of emergency communication support capabilities in their respective industries, in order to meet the emergency communication needs of grassroots people, government departments, rescue teams and other parties. The second is to clarify the standards for equipping basic communication methods at the grassroots level, and propose standard requirements for high-risk administrative villages, grassroots government departments, grassroots enterprises and institutions, and grassroots emergency rescue teams to equip basic communication terminals, effectively improving the quality and efficiency of emergency communication terminal use. The third is to clarify the collaborative work mechanism, propose to strengthen the collaborative support of public and private networks, enhance cross departmental collaborative support, increase support for the construction of emergency communication support capabilities, prioritize providing necessary emergency communication vehicle traffic, personnel and equipment transportation and delivery, and power and oil supply for communication support and important communication facility operation, and ensure efficient linkage of emergency communication support work.

The Notice also proposes to strengthen organizational implementation through establishing and improving collaborative linkage mechanisms, improving grassroots emergency team joint training mechanisms, increasing the free opening of public areas to emergency communication, conducting pilot projects for guaranteed communication equipment and networks, and establishing and improving positive incentive mechanisms.

Next, the Hubei Provincial Communication Management Bureau will further strengthen the coordination and linkage with relevant departments, enhance guidance and supervision for grassroots units, continuously promote the improvement of emergency communication support capabilities at the grassroots level in Hubei, and contribute more communication strength to ensure the safety of people's lives and property.
