Computing power is the foundation of artificial intelligence. In terms of computing power construction, 10 provinces including Anhui and Jilin have proposed to deeply implement or actively integrate into the national "East West Computing" strategic layout. Anhui proposes to enhance the clustering capacity of the Wuhu data center cluster, a hub node in the Yangtze River Delta region of the "East Digital West Computing" national integrated computing power network, and actively explore the development model of "computing power enclaves". 17 provinces have also made green and low-carbon a basic principle for the construction of computing power facilities, and Ningxia, Chongqing and other places have directly proposed a hard target of not less than 80% of green electricity in newly built computing power facilities.

Algorithm models are the 'soul' of artificial intelligence. In the research and development of algorithm models in various regions, the mainstream approach is the dual wheel drive of "universal big models+industry vertical big models". Nine provinces including Anhui, Guangdong, and Jiangsu have explicitly supported the development of general large-scale models while focusing on local advantageous industries to create vertical large-scale models.

Without high-quality data, it is difficult to train high-quality artificial intelligence models. During the 15th Five Year Plan period, 27 provinces will use the construction of high-quality datasets as the foundation for model development and industrial digitization transformation. For example, Fujian will create a batch of cross regional and cross departmental high-quality artificial intelligence datasets around key areas such as government affairs, healthcare, ocean, and low altitude; Ningxia will establish pilot projects for high-quality datasets such as the wine industry and the Chinese Arabic bilingual corpus, forming over 80 high-quality datasets.

The comprehensive implementation of the "Artificial Intelligence+" initiative is a key measure to promote the construction of a modern industrial system and accelerate the development of new quality productive forces. Around the in-depth implementation of the "Artificial Intelligence+" action, 18 provinces have made further arrangements in the "15th Five Year Plan" outline, with six key areas including science and technology, industrial development, consumer quality improvement, people's well-being, governance capacity, and global cooperation as the core, and based on local resources, focusing on cultivating "Artificial Intelligence+" local characteristic industries.

For example, in the field of "artificial intelligence+" industry development, Anhui, which has obvious advantages in the new energy vehicle industry, will build a highly trusted world model for intelligent connected new energy vehicles, and construct an intelligent robot public service base that integrates functions such as component production, scene training, and product testing; In the field of "artificial intelligence+" consumption quality improvement, Henan, which is rich in cultural and tourism resources, will encourage tourist attractions, resorts, leisure blocks, industrial heritage, museums, etc. to create new immersive experience spaces of "artificial intelligence+smart tourism".

Zhang Kailin, Deputy Director of the High tech Department of the National Development and Reform Commission, stated that the development of "artificial intelligence+" should adhere to local conditions, promote the scientific determination of development priorities based on regional characteristics, resource endowments, and industrial foundations, and form a development trend with unique features, practical effects, and complementary advantages, resolutely avoiding disorderly competition and rushing forward.
