Hainan Province recently officially issued the "15th Five Year Plan for Water Security", which clearly proposes to take digital intelligence empowerment as the core driving force, comprehensively promote the digital, networked, and intelligent transformation of the water industry, and build a water intelligent business application system with "four pre" functions (forecasting, early warning, rehearsal, and contingency plan).

In terms of communication security, Hainan will build dual communication channels for Beidou communication and the Internet of Things, establish a backup power supply system, and comprehensively enhance monitoring capabilities and communication security levels in extreme weather, remote areas, and emergency scenarios.

  Empowering AI big models to create "high fidelity" digital flow field simulation systems

The plan is clear, and Hainan will continue to promote the research and development of water conservancy professional models such as the "cloud rain" precipitation forecasting model, distributed hydrological model, flood simulation water dynamics model, water resource allocation model, water conservancy project flood control scheduling model, and island type water network scheduling model that integrate multiple sources of data such as satellites and radars, and continuously iterate and optimize them in practical applications.

The deep integration of artificial intelligence technology is a major highlight of this plan. Hainan will strengthen the integration and application of AI and other digital intelligence technologies and water conservancy professional models, build large prediction models for typhoon paths, urban waterlogging, flash floods, river floods, etc., explore the use of large models to carry out rapid comprehensive research and judgment on extreme weather such as rainstorm and typhoon, strengthen the intelligent identification and risk analysis of secondary disasters, mountain floods, river floods, urban waterlogging, drought and other flood and drought disasters, and greatly improve the intelligent level of disaster early warning.
