Beijing Municipal Bureau of Economy and Information Technology recently released "Several Measures to Accelerate the Promotion of Digital Economy Enterprises Going Global", proposing 10 specific measures from three aspects: expanding channels, optimizing services, and building an ecosystem to help digital economy enterprises expand overseas markets.

The relevant person in charge of the Beijing Municipal Bureau of Economy and Information Technology stated that the formulation of the "Several Measures for Accelerating the Promotion of Digital Economy Enterprises Going Global in Beijing" aims to implement the "Three Year Action Plan for the Construction of Beijing Digital Economy Enterprise Going Global Innovation Service Base (2026-2028)", optimize the full life cycle services for enterprises going global, and build a high-level enterprise going global development ecosystem in the capital.

In terms of expanding the channels for enterprises to go global, support enterprises to connect with overseas resources. Establish docking channels and encourage enterprises to participate in the "Go Global" series of activities such as overseas and international supply and demand docking conferences, to help enterprises connect with overseas markets. Organize and carry out resource docking with relevant government departments and international service agencies to assist enterprises in "borrowing ships to go abroad". Support enterprises to participate in key international exhibitions and provide support to participating enterprises. Encourage enterprises, institutions, universities and other entities to apply for national and municipal key international cooperation projects, and expand overseas markets based on project platforms.

Support the establishment of overseas service stations. Encourage high-quality overseas enterprises, overseas business associations, central state-owned enterprises, multinational corporations, and industrial parks to jointly build overseas service stations, and establish localized docking channels for overseas enterprises. Encourage overseas service stations to provide one-stop services such as business opportunity resources, overseas inspections, office space, product displays, etc., and organize activities such as international industry matchmaking meetings and enterprise overseas roadshows.

Intensify the global promotion of digital technology solutions. Regularly solicit and select digital technology solutions, develop "one case, one strategy" international promotion plans for selected solutions, and increase overseas promotion efforts. Set up exhibitions at key domestic and international exhibitions to promote the overseas landing of solutions.

Optimize the full process service guarantee for enterprises going global, and enhance the comprehensive service efficiency for going global. Build and improve online and offline Beijing overseas service platforms, establish government consulting service windows for foreign investment, cross-border data, international testing and certification, and international talent facilitation, link a group of high-quality professional service institutions, and provide legal consultation, compliance certification, intellectual property, financial services, cross-border trade and other overseas services for enterprises. Establish a comprehensive reward mechanism for the city's overseas service platforms, and based on international resource links, overseas service station construction, and the effectiveness of service enterprises, the annual support amount for a single platform shall not exceed 10 million yuan.

Strengthen cross-border compliance services for data. Relying on key service platforms such as Beijing Data Cross border Service Center, we provide enterprises with convenient services such as data classification and grading guidance, compliance consultation, and interpretation of foreign regulations, reducing compliance costs and improving the convenience level of cross-border data flow. Establish a cross-border compliance service window for data in Beijing's overseas base, explore the construction of an integrated service mechanism that supports efficient two-way flow of data in research and development, testing, and operation for overseas enterprises, and support the overseas service stations of Beijing's overseas base to provide professional service guidance on overseas data compliance governance.
