The Policy closely focuses on the four key points of enterprises, industries, industrial chains, and industrial ecology, and follows the logical mainline of "innovation driven enterprise cultivation industrial transformation ecological optimization", highlighting the following four aspects of consideration:

One is to strengthen innovation leadership. Focusing on tackling key core technologies and promoting common technologies, we will support enterprises, universities, and institutions to form innovation consortia through methods such as "unveiling and leading", and accelerate the breakthrough of technological bottlenecks that restrict industrial development.

The second is to strengthen market entities. Adhere to the equal emphasis on cultivating excellence, nurturing strength, and promoting green and low-carbon development, support the cultivation and growth of small and micro industrial enterprises and energy conservation and carbon reduction work, and promote the expansion and quality improvement of industrial economy.

The third is to accelerate industrial upgrading. Promote the supply and demand docking of key industrial chains, support the development of national advanced manufacturing clusters and characteristic industrial clusters of small and medium-sized enterprises, carry out pilot projects for new industrialization in counties, promote the transformation of new manufacturing technologies and the digital transformation of small and medium-sized enterprises.

The fourth is to optimize the industrial ecology. Strengthen fiscal and financial linkage, guide social capital to increase investment; Support the construction of manufacturing innovation platforms, public service systems, and talent teams, and create a favorable development environment.

The Policy consists of 10 articles, mainly supporting the following four directions:

（1） Support technological innovation (Articles 1-2). Support the development of key technology products and the promotion of common technologies.

（2） Support enterprise growth and green transformation (Article 3). Adhere to the equal emphasis on cultivating excellence, nurturing strength, and promoting green and low-carbon development, and support cities, prefectures, counties, and districts in promoting the development and growth of industrial enterprises and green transformation.

（3） Support industrial transformation (Articles 4-6). Support the supply and demand docking of key industrial chains, the agglomeration and development of industrial clusters, and the pilot implementation of new industrialization in counties.

（4） Support ecological optimization (Articles 7-10). Strengthen fiscal and financial linkage, enhance support for manufacturing innovation platforms, improve the public service system for manufacturing, and strengthen talent support for manufacturing.

One is to adhere to the bottom line of compliance. Fully implement the "Regulations on Fair Competition Review" and the management requirements of the negative list of financial subsidies, resolutely eliminate illegal subsidies that are linked to economic indicators such as enterprise taxation and conditional on relocation to the registered place, and ensure policy fairness and transparency.

The second is to highlight precision and effectiveness. We will focus on supporting key technological breakthroughs, industrial clusters, county-level pilot projects, and other key links, and provide performance oriented preferential support for innovation platforms and public services.

The third is to focus on financial linkage. Through information sharing and project recommendations, guide social capital such as the Golden Lotus Fund to invest in high-quality manufacturing projects, and amplify the leverage effect of fiscal funds.

The fourth is to strengthen service empowerment. Building a supply-demand docking platform and breaking down information barriers; Support the integration of industry and education and the training of engineers, and strengthen talent support.
