On December 8th, the bidding for the low altitude economic infrastructure project (Phase I) in Hefei was completed. The estimated contract price for this project is approximately 148 million yuan. The consortium consisting of Sichuang Electronics Co., Ltd., China Mobile Communications Group Anhui Co., Ltd., Zhongke Xingtu Digital Earth Hefei Co., Ltd., and China Telecom Digital Intelligence Technology Co., Ltd. won the bid with a total amount of 145 million yuan.

The project aims to establish a regional low altitude flight management and service guarantee system in Hefei, including hardware infrastructure, software platform development, and leasing services. The project plan is to complete the supply, installation, and acceptance within 270 calendar days from the date of contract signing, with funding sourced from self raised funds by the enterprise and local government special bonds. As an important infrastructure for promoting the development of low altitude economy in Hefei, this project will effectively enhance the city's low altitude flight management and service guarantee capabilities.

The construction content of this project can be analyzed from two dimensions:

One is the large-scale deployment of hardware infrastructure. This is the most direct participation stage for relevant manufacturers. According to the bidding documents, the project will deploy hardware equipment directly related to security prevention, such as "surveillance," "countermeasures," and "electromagnetic," in key areas and routes such as Luogang Park, Swan Lake, Quantum Center, Provincial Government, G3 Expressway Inspection Line, and Hefei Huaining Logistics Line. Through the supply, installation, and integration of equipment for urban and municipal unmanned aerial vehicle detection and countermeasures networks, it will establish a normalized and wide area coverage perception and defense capability against "black flying" unmanned aerial vehicles.

The bidding documents specify the technical directions of "integrated sensing" and "multi-dimensional sensing fusion", which are highly compatible with the currently validated fusion sensing solutions such as "5G-A sensing+TDOA (time difference of arrival positioning)" in the industry, and help achieve all-weather, refined, and low interference management.

The second is the development of public safety modules in software platforms. The core of the project is to build a "low altitude intelligent networking platform", a "low altitude flight service platform", and a "one network unified flight platform". Security prevention and control capabilities are essential features of these platforms - the bidding requires the software platform to achieve "security prevention and comprehensive supervision", which means that data such as detection, warning, and disposal need to be deeply integrated into a unified urban low altitude management platform.

For example, the "Low altitude Intelligent Networking Platform" includes a "Countermeasures Service Platform", while the "One Network Unified Flight Platform" includes a "Video Management System" and an "AI Service System". These are key areas for the integration of security prevention technology and low altitude management, and also provide participation space for software development, AI algorithms, big data analysis, and other enterprises.

The Hefei project, as a regional benchmark, reflects the key demand trend of low altitude economy in the field of security and prevention in recent years

From a policy perspective, the country continues to emphasize the "safe and healthy" development of the low altitude economy and the improvement of the safety standard system in emerging fields. The Ministry of Public Security has issued the "Opinions on the Installation and Equipping of Unmanned Aerial Vehicle Detection and Countermeasures Equipment", which clearly proposes to effectively improve the ability of public security organs to prevent and respond to unmanned aerial vehicle intrusion on important targets and major activities, achieve normal automatic patrol and control of key areas, temporary on-site mobile countermeasures, and accelerate the installation and equipping of unmanned aerial vehicle detection and countermeasures equipment.

From the perspective of market application, the application of security prevention technology in low altitude economy is extending from simple "regulation" to "service", with a vast potential market space. Urban governance has become a core scenario, and the application of drones in fields such as law enforcement, traffic inspections, high-rise firefighting, and environmental monitoring has become very extensive.

From the perspective of technological development, the industry consensus is that the future of low altitude security is not simply about "countermeasures", but about building a systematic governance system of "diverse governance, three-dimensional protection, and low altitude safety". This requires precise technological implementation and standardized governance methods and subjects.

Overall, the Hefei project clearly demonstrates that low altitude security has become an indispensable part of the "new infrastructure" of the low altitude economy. The relevant opportunities lie not only in a single project, but also in the vast market space and technological evolution direction opened up by its demonstration effect.
