Recently, the Beijing Municipal Development and Reform Commission, Beijing State owned Assets Supervision and Administration Commission, and other four departments jointly issued the "Work Plan for Accelerating the Cultivation and Open Application of Scenarios in Beijing", which focuses on building a modern industrial system with distinctive features in the capital, expanding domestic demand, urban governance, public services, and capital security, and proposes 18 construction areas in 5 aspects. By 2028, efforts will be made to create more than 15 national level landmark major application scenarios and more than 100 municipal level demonstration application scenarios, and promote the implementation and application of more than 200 new technologies and products in practical scenarios.

In terms of security application scenarios in the capital, the "Plan" specifically lists "low altitude security" and clarifies the creation of a coordinated low altitude three-dimensional defense and disposal scenario for the Beijing Tianjin Hebei region. It integrates low altitude countermeasures, low altitude communication and navigation monitoring, low altitude perception and detection technologies, explores low altitude aircraft three-dimensional defense networks, low altitude safety hazard identification, low altitude safety deduction and other scenarios, and establishes a coordinated supervision and operation system for air, space and ground.

In addition, the Plan proposes to integrate intelligent risk monitoring and early warning, unmanned inspection and other technologies around key areas such as transportation, construction, and fire protection in the field of safety production. It aims to build scenarios such as smart construction sites, full process monitoring of hazardous chemical transportation, and monitoring of fire hazards in key locations, enhancing the ability to dynamically identify and intelligently handle safety hazards; In the field of resilient cities, it is proposed to strengthen the application of technologies and equipment such as integrated air space intelligent perception, disaster evolution simulation and prediction, and digital twins in flood control and disaster reduction, emergency rescue, and meteorological warning. Integrated application scenarios will be created in major event security, three-dimensional space intelligent supervision of rivers, lakes, and reservoirs; In the field of smart logistics, we will accelerate the application of new logistics formats such as smart warehousing, unmanned loading and unloading, and unmanned distribution, promote the intelligent upgrading of logistics bases such as Majuqiao in Tongzhou, Shunyi Airport, Jingnan in Daxing, and Mafang in Pinggu, build smart logistics parks and hubs, and promote multimodal transportation by road, rail, and air.

The Plan also strengthens the supply of scenarios, creates a global open scene pattern, and clearly proposes to promote government agencies to take the lead in opening up scenarios, promote state-owned enterprises to open up scene demands, plan and construct a number of comprehensive major scene projects, focus on industry common problems, organize "unveiling and tackling" to cultivate high-value application scene projects, and jointly deploy a number of cross regional collaborative scene projects such as Beijing Tianjin Hebei. The Plan proposes that government agencies open up scene space resources and scene technology demands no less than 5 times a year; Guide municipal state-owned enterprises to actively open up their main business areas; Plan a batch of comprehensive major scenario projects that involve cross departmental, cross regional, cross domain, and full industry chain collaboration, and accelerate the formation of a number of influential "first scenarios"; Organize a "leaderboard and question setting" process around the bottleneck of applying new technologies and products in practical scenarios, and support enterprises in "unveiling and answering questions"; Support Beijing's new technology and new product enterprises to carry out scene cooperation with relevant units in other provinces and cities.

The 'Plan' regards' low altitude security 'as an important part of the capital's security application scenarios, and is accompanied by mechanisms such as' scenario supply', 'unveiling and tackling problems', and' Beijing Tianjin Hebei collaboration ', opening a new strategic window for low altitude security enterprises in the boom of low altitude economic development. Especially in terms of "scene supply", enterprises will welcome the normalization of low altitude safety scene demand from departments such as public security, emergency response, major event security, and urban governance; At the same time, we will further expand the extension of low altitude safety in areas such as safe production, resilient cities, and smart logistics, and continue to open up new markets for low altitude safety.
