Recently, the State Post Bureau, the National Development and Reform Commission, and the Ministry of Transport jointly issued the "15th Five Year Plan for the Development of the Postal Industry" (hereinafter referred to as the "Plan"). On July 29th, the State Post Bureau held a special press conference to release and interpret the "Plan". Hu Kai, spokesperson for the State Post Bureau and director of the Policy and Regulation Department, stated that it is expected that by 2030, the postal industry will further enhance its role in serving economic and social development, continue to grow in scale and strength, continuously expand and improve service supply, make the network system more intensive and intelligent, innovate and develop more strongly and effectively, and make industry governance more precise and efficient.

The "Plan" proposes that the postal industry is an important social public utility of the country, a landmark industry of modern logistics, widely serving production and consumption, online and offline, urban and rural areas, and serving the national pulse, development needs, and people's livelihood. Promoting the high-quality development of the postal industry and building a delivery logistics system compatible with Chinese path to modernization will play a leading role in accelerating the construction of a logistics network, unblocking the "muscles" of the real economy, and promoting the construction of a unified national market in depth. The "Plan" is a blueprint for the postal industry during the "15th Five Year Plan" period, which aims to build a strong transportation country and promote high-quality development. It has a global guiding significance for grasping the opportunities of the times, clarifying five-year goals and tasks, coordinating various resources and forces, and leading the development of the industry.

The Plan emphasizes that during the 15th Five Year Plan period, the development of the postal industry should adhere to basic principles such as serving the people, systematic thinking, innovation driven, safety based, and green development. The "Plan" proposes development goals for 2030 based on the "15th Five Year Plan", namely 1 "further", 2 "sustained", and 3 "more": by 2030, the role of the postal industry in serving economic and social development will be further enhanced. The scale and strength of the postal industry continue to grow, and the international influence of China's postal enterprise brands is further enhanced. The service supply continues to expand and improve, the gap between regional and urban-rural services is narrowing, and people's satisfaction with postal services is increasing. The network system is more intensive and intelligent, the national postal express hub has enhanced its aggregation and radiation capabilities, the trunk transportation is smooth and efficient, the end facilities are effectively covered, and the breadth, depth, and security resilience of the international postal logistics network are effectively improved. Innovation and development have become stronger and more powerful, and the level of digitalization in the entire delivery process has significantly improved. Industry governance is becoming more precise and efficient, the regulatory system is constantly improving, the level of legal, intelligent, and collaborative supervision is increasing, and the results of safe and green development are significant.

The Plan sets 12 main indicators from five aspects: scale and strength, service supply, network system, innovative development, and industry governance, and clarifies target values. By 2030, the postal industry's business revenue will reach 2.4 trillion yuan, the postal delivery business volume will reach 290 billion pieces, the express delivery business revenue will reach 2 trillion yuan, the express delivery business volume will reach 270 billion pieces, the proportion of five or more weekly deliveries in established villages will reach 90%, the delivery rate of express services in key areas will reach 88% within 72 hours, the international express network coverage will reach 110 countries and regions, the proportion of established villages with village level postal logistics comprehensive service stations will reach 90%, the R&D investment of CR8 enterprises will increase by 8% annually, the full automation rate of processing centers above designated size will reach 88%, the production safety accident rate of mail and express will not exceed 0.5 per billion pieces, and the green packaging utilization rate of express delivery enterprises will reach 80%.

The "Plan" also outlines the long-term goal for 2035: by 2035, cultivate more world-class postal enterprises with global radiation and international competitiveness, significantly increase the scale and development quality of the industry, establish a strong transportation and postal system, and highlight the role of serving economic and social development.

In order to implement the overall requirements and achieve various goals on schedule, the "Plan" is based on the actual development of the industry, deploying ten main tasks, including optimizing the supply of universal and special postal services, deepening and expanding express delivery service scenarios, accelerating the construction of a modern postal logistics network, promoting coordinated development between urban and rural areas, promoting international postal development, actively developing smart postal services, improving the education and technology talent support system, deepening the construction of safe postal services, promoting green and low-carbon development, enhancing industry governance capabilities, and supporting nine major projects such as the Postal Universal Service Network Strengthening and Capacity Expansion Project as the landing lever.

In recent years, the State Post Bureau has resolutely implemented the relevant decisions and deployments of the Party Central Committee and the State Council, and accelerated the construction of the rural postal and logistics system. By the end of 2025, direct operated enterprises such as SF Express and JD.com will provide express delivery services to over 90% of established villages, while franchise enterprises will continue to increase their coverage of established villages. The proportion of established villages with village level postal and logistics comprehensive service stations will reach 80%. During the 15th Five Year Plan period, the State Post Bureau will adhere to a problem oriented approach, continuously consolidate the achievements of rural postal logistics system construction, promote the construction of county-level postal public distribution centers according to local conditions, strengthen the construction of village level postal logistics comprehensive service stations, promote the integrated development of rural passenger, freight and mail, improve quality and efficiency, encourage areas with conditions to develop rural postal logistics public service positions, and continuously improve the satisfaction and sense of gain of rural residents in using mail.

During the 15th Five Year Plan period, the State Post Bureau will deepen the implementation of the innovation driven development strategy, strengthen the construction of technology research and development centers in the field of artificial intelligence, coordinate development and safety, work with relevant national departments to continuously improve relevant policies, regulations and standards, cultivate and develop new quality productivity in the industry, and lead and support the construction of a strong transportation and postal power.

During the 15th Five Year Plan period, the State Post Bureau will continue to rectify the "internal competition" while deepening and expanding service scenarios, promoting the professionalization and high-end extension of service production, promoting industry innovation and development, advancing the intelligent upgrading of service development, strengthening service quality management, promoting the high-quality, diversified and convenient development of service life, solving this problem from a broader perspective, and promoting the transformation of postal industry development towards "equal emphasis on quality and efficiency".
