Artificial intelligence technology is accelerating its evolution and its application scenarios are constantly expanding, becoming a key force driving technological innovation, industrial transformation, and social progress. At the same time, security risks and governance challenges are becoming increasingly prominent, becoming a common issue faced by the international community.
General Secretary Xi Jinping pointed out, "Artificial intelligence is of great significance for future development and should be used to benefit people in all countries and regions. We should take the well-being of all mankind as our concern and promote the healthy and orderly development of artificial intelligence in a beneficial, safe, and fair direction
Along this direction, China continues to promote the construction of a global governance framework for artificial intelligence with broad consensus, guided by innovation and anchored by responsibility, providing Chinese solutions and contributing Chinese wisdom to the global governance of artificial intelligence.
In the past year, China's open-source models accounted for 17.1% of global downloads, ranking first in the world; A China Myanmar English translation system based on the DeepSeek underlying model, racing against time to relay life in the earthquake stricken areas of Myanmar; The parallel mining operating system brings the possibility of "zero casualties, high efficiency, and low emissions" operations to the Thai mining area; The State Grid Power Model helps Brazil's power grid achieve efficient operation and maintenance inspections; Huawei deploys intelligent systems for local railways in South Africa to improve inspection and operation efficiency... A batch of Chinese solutions have taken root globally.
General Secretary Xi Jinping emphasized that artificial intelligence should be an international public good that benefits all mankind.
From basic models to industry applications, China has opened up to the world with low-cost and replicable technological paths, lowering the threshold for small and medium-sized countries to enter the era of artificial intelligence. At the same time, actively participating in capacity building for developing countries within the framework of the United Nations, helping them fill the gaps in technology, talent, and governance capabilities, and bridging the digital divide in the era of intelligence.
Wei Kai, Director of the Institute of Artificial Intelligence at the China Academy of Information and Communications Technology, stated that China's domestic industry has always adhered to the concept of people-oriented and intelligent goodness, and has accumulated a batch of replicable and promotable fresh experiences.
Data shows that China is already the world's largest holder of artificial intelligence patents, with a core industry scale of over 1.2 trillion yuan and more than 6200 enterprises, becoming an important engine for global intelligent transformation.
The breakthrough of AI in China depends on our open source belief based on win-win and mutual benefit. ”Alibaba Group Chairman Joseph Tsai said that by 2025, the global download volume of open source models in China will lead the world, making intelligent technology truly a public good for all mankind. If the past few decades were the "accumulation period" of Chinese technology, then now is the best time for China to share its technological development and achievements with the world.
On July 15th, the "Interim Measures for the Management of Artificial Intelligence Personification Interactive Services" officially came into effect, becoming the latest achievement in the legislation of artificial intelligence "Xiao Kuai Ling". With the accelerated integration of artificial intelligence into daily life, risks such as privacy protection and algorithmic bias are becoming increasingly apparent. Law and institutions are playing a crucial role in delineating boundaries and clarifying rules for technological development, ensuring that it moves forward in a fair, transparent, and accountable environment.
General Secretary Xi Jinping emphasized the need to improve the regulatory system and mechanism for artificial intelligence, and firmly grasp the initiative in the development and governance of artificial intelligence.
Faced with the complex risks brought by rapid technological iteration, China is promoting artificial intelligence governance with a systems thinking approach, gradually forming a comprehensive governance system covering laws, policies, standards, and supervision from top-level design to specific regulations.
At present, China has established three fundamental legal systems centered around the Cybersecurity Law, Data Security Law, and Personal Information Protection Law, providing basic guidelines for data processing activities using AI technology; In view of specific risks such as in-depth synthesis and generative AI, special regulations such as the Administrative Provisions on Internet Information Service Deep Synthesis, the Interim Measures for the Management of Generative Artificial Intelligence Services, and the Administrative Measures for the Security of the Application of Face Recognition Technology were issued to promote governance from principle to refinement and operability.
The construction of China's artificial intelligence governance system emphasizes both development and security, and has initially established a multi-level legal regulatory system covering algorithm filing, security assessment, and hierarchical classification, which has become a powerful institutional guarantee for the healthy development of technology and industry, "said Wu Shenkuo, a professor at the Law School of Beijing Normal University.
Based on law, guided by policies, supported by standards, and guaranteed by regulation, this "four in one" governance system is accelerating its formation, providing stable expectations for industrial innovation and serving as a reference for global artificial intelligence governance.
Artificial intelligence is not only reshaping industrial forms, but also restructuring the global governance landscape. How to distribute technological dividends and how to jointly manage risks are questioning the existing international regulatory system.
General Secretary Xi Jinping emphasized the need to promote the coordination and integration of development strategies, governance rules, and technical standards among all parties, and to form a global governance framework and standard norms with broad consensus as soon as possible.
Faced with the reality of uneven global development and differences in governance capabilities, China adheres to multilateralism as the foundation, takes the lead in issuing the "Global Artificial Intelligence Governance Initiative", implementing the "Inclusive Plan for Artificial Intelligence Capacity Building", proposing the "Action Plan for Global Governance of Artificial Intelligence", advocating the establishment of the World Artificial Intelligence Cooperation Organization, and promoting the construction of a more just and reasonable global governance system.
The progress of artificial intelligence governance cannot be separated from the efforts of all parties in the international community, and China has made sustained contributions in this regard, "said Amandip Singh Gill, Deputy Secretary General and Special Envoy of the Secretary General for Digital and Emerging Technologies." Especially in bridging the digital and artificial intelligence gap, strengthening capacity building, promoting the dividends of artificial intelligence, and achieving wider sharing, China has provided valuable perspectives for international discussions
At the recently held first United Nations Global Dialogue on Artificial Intelligence Governance, Li Lecheng, the head of the Chinese delegation and Minister of Industry and Information Technology, stated that China is willing to jointly promote fair and inclusive development, actively assist countries, especially those in the South, in developing artificial intelligence technology and services; Willing to jointly explore open source innovation, discuss technological innovation, empower achievements, and build an inclusive ecosystem; We are willing to jointly build a global governance system and promote the formation of a governance framework and standard norms with broad consensus.
In the era of intelligence, no country can be alone. From conceptual initiatives to institutional explorations, from technology inclusiveness to multilateral cooperation, China has always taken a responsible stance as a major country, promoting the governance of artificial intelligence towards goodness and progress, and leading this technological revolution to better benefit human society.
