Recently, the Henan Provincial Administration of Communications, the Provincial Cyberspace Administration, the Provincial Development and Reform Commission, and the Civil Aviation Henan Regulatory Bureau jointly issued the "Specific Implementation Opinions on Strengthening the Capacity Building of Henan's Information and Communication Industry to Support the High Quality Development of Low altitude Infrastructure" (hereinafter referred to as the "Implementation Opinions"), relying on the construction of the National General Aviation Industry Comprehensive Demonstration Zone and the National Civil Unmanned Aerial Pilot Zone, fully leveraging the supporting and empowering role of the information and communication industry, and providing a network foundation for the large-scale, industrialized, and ecological development of the province's low altitude economy.

The Implementation Opinions stipulate that by the end of 2027, the ability of the information and communication industry in the province to support the development of low altitude infrastructure will be significantly enhanced. The ground mobile communication network coverage rate of low altitude public air routes shall not be less than 90%, and 5G-A network continuous coverage shall be achieved in low altitude application hotspot areas below 300 meters. A number of core technological achievements with independent intellectual property rights have been formed in the fields of sensory integration, Beidou precise navigation, and low altitude intelligent networking. To create a group of mature typical application scenarios in industries such as government management, police security, traffic supervision, emergency rescue, and logistics distribution, and to form a development pattern of deep integration between the information and communication industry and low altitude equipment manufacturing and operation services, cultivating and strengthening a group of low altitude economic enterprises with core competitiveness.

Based on the Implementation Opinions, the Henan Provincial Communications Administration will focus on its main responsibilities and businesses, and solidly carry out various tasks:

One is to strengthen overall coordination and consolidate work force. Establish and improve a normalized cross departmental collaborative work mechanism, and coordinate the planning, construction, application, and management of low altitude information infrastructure throughout the province. Promote the establishment of corresponding collaborative work mechanisms in various provinces and municipalities, and promote the coordinated implementation of facility construction and scenario applications according to local conditions.

The second is to optimize the network layout and promote low altitude network coverage. Fully integrate existing information and communication infrastructure resources such as 5G/5G-A base stations and Beidou ground-based augmentation systems, and promote precise coverage of low altitude communication networks through antenna beam optimization, equipment upgrades, and on-demand point supplementation. By relying on technologies such as ground mobile communication, satellite communication, and integrated sensing, we will promote the interconnection and resource sharing of the "air space" network.

The third is to adhere to innovation leadership and enhance industrial supply capacity. Support innovation platforms such as Blue Sky Laboratory to carry out key technology research and development in low altitude communication, and explore the formation of replicable and scalable overall solutions. Using Anyang UAV Industrial Park and Zhengzhou Intelligent Sensor Valley as carriers, guide industrial agglomeration and promote the coordinated development of the upstream and downstream of the industrial chain.

The fourth is to strengthen network security and build a solid security barrier. Establish and improve the low altitude infrastructure network and data security protection system, strictly implement the requirements of network security level protection, key information infrastructure security protection and other systems, strengthen the construction of monitoring and early warning, emergency response and other capabilities, ensure the safe operation of low altitude networks, and provide a solid foundation for the high-quality development of Henan's low altitude economy.
