Recently, the State Council issued the "Fifteenth Five Year Plan" for Accelerating Agricultural and Rural Modernization (hereinafter referred to as the "Plan"), which clarifies the objectives, key tasks, policies and measures of accelerating agricultural and rural modernization during the "Fifteenth Five Year Plan" period, and emphasizes to accelerate agricultural and rural modernization and better promote the construction of Chinese path to modernization.

The Plan emphasizes that we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the important discourse and instructions of General Secretary Xi Jinping on the work of agriculture, rural areas, and farmers, make solving the problems of agriculture, rural areas, and farmers the top priority of the Party's work, prioritize the development of agriculture and rural areas, adhere to the integrated development of urban and rural areas, anchor the goal of building a strong agricultural country, take promoting the comprehensive revitalization of rural areas as the overall starting point, learn and apply the experience of the "Ten Million Project" as the guidance, take reform and innovation as the fundamental driving force, and promote significant progress in achieving basic modernization of agriculture and basic modern living conditions in rural areas.

The Plan proposes that by 2030, the foundation of food security will continue to be consolidated, the quality, efficiency, and competitiveness of agriculture will continue to improve, the achievements of poverty alleviation will continue to be consolidated and expanded, the level of self-reliance and self-improvement in agricultural science and technology will be greatly improved, important progress will be made in building agriculture into a modern large-scale industry, farmers' income will continue to grow rapidly, livable, business friendly, and beautiful rural areas will be accelerated, new breakthroughs will be made in urban-rural integration development, and significant results will be achieved in high-quality development of agriculture and rural areas. At the same time, a prospect was made for the 2035 target.

The Plan has arranged seven development tasks. One is to enhance the comprehensive production capacity and quality efficiency of agriculture, adhere to the joint efforts of production capacity, production ecology, and increasing production and income, and promote the optimization of agricultural product supply structure and the improvement of quality and efficiency. Secondly, we will continue to consolidate and expand the achievements of poverty alleviation, ensuring that there is no large-scale return to poverty. Thirdly, we will strengthen agricultural technology and equipment support, and make significant breakthroughs in developing new quality agricultural productivity. The fourth is to broaden the channels for farmers to increase their income and become prosperous, cultivate and strengthen rural characteristic industries, and make every effort to promote employment, entrepreneurship, and income growth. Fifth, accelerate the comprehensive green transformation of agricultural development and promote green production methods in agriculture. Sixth, we will promote the construction of livable, business friendly, and beautiful rural areas, gradually improve the completeness of rural infrastructure, the convenience of public services, and the comfort of living environments, and create high-quality living spaces in rural areas. Seventh, we will improve the effectiveness of policies to strengthen agriculture, benefit agriculture, and enrich agriculture, perfect the mechanism for agricultural and rural investment, solidly promote rural reform, and develop and strengthen the rural talent pool.

The "Plan" deploys major projects such as high standard farmland, agricultural technology innovation capabilities, and storage and preservation cold chain logistics facilities. It proposes major projects and actions such as large-scale food development, "artificial intelligence+" agriculture, agricultural product processing industry improvement, and rural modern living conditions to make up for shortcomings. It clarifies important policy measures such as establishing and improving a normalized monitoring system to prevent poverty relapse, conducting a new round of agricultural resource investigation and zoning, cultivating and strengthening emerging and future industries in the agricultural field, and requires a sound mechanism to ensure the smooth implementation of the plan.
